Improve the error message for JQL parse errors

Until now, a malformed JQL query in a filter just produces a RuntimeRecognitionException, but no information about the specific problem found. With this fix, the user will receive a message that details the specific error found while parsing that JQL query. This should help to identify and fix the issue.
