Bug involving Automation rules default event User

To export and import the default event user, its user key was being used. This would cause problems with users that had been renamed at the source or target instances.

After this change, to identify the default event user between instances, its username is used. This is consistent with how users themselves are exported and imported in the rest of configuration and data.
