Boards without a filter cause problems when migrating projects

--PCDEV-699-- allows the logged user to export boards that they cannot see. which was not possible before. However, this also means that boards whose filter was deleted are also exported, causing an error when their filter can not be found.

With this change, boards without a filter will not be considered when the selected option to export boards is Associated to exported projects.
