Comment Properties not maintained upon Import in the Jira Issue View

When migrating a Jira Service Desk Project that has issues which contain internal comments then these internal comments are not maintained upon import on the Jira Issue View. However the internal comment properties are maintained on the customer portal meaning that customers do not see the internal comments which is the expected behavior.

With this fix,  internal comments will be handled correctly both in the Jira Issue View page and in the customer portal.
