As an Administrator, I need to install custom web resources to modify the UI of Bamboo

Using other Script Fragments work as a guide, this should allow for users to inject their own web content as they want. 

Acceptance Criteria: 

• Provide an "Install Web Resource" with the following: 
  • Note - User supplied note for their reference
  • Context(s) - The context in which the resource should be shown 
  • Key - user supplied module key 
  • Resources - List of resources to be included
