Cleanup dangling blobs from rejected pushes

If a push is rejected by a pre-receive hook the dangling blob is still left on the server till it becomes eligible for garbage collection and takes up unnecessary disk space until that happens.

For example the max file size hook has this issue.

We should have a scheduled job which performs the garbage collection periodically, at a time the admin sets. We will first need to work out the optimal way of doing this.
