Check the author of a tag in trusted commit authors hook

    Description

      We currently only resolve BRANCH type refChanges to commits. This means TAG type refChanges do not get resolved to commits and are allowed by the trusted commit authors hook.

      We should check the tag author too so the git history is preserved when doing git show my-tag and use the same logic we do for other commits.
