Add additional diagnostics to auto add approvers

We need to add additional diagnostics in the form of logging to the auto add approvers functionality. This should be info or debug level logging which can be enabled for the individual classes.

This is to help customers better diagnose issues they may be seeing where reviewers are getting added to the wrong repositories.
