Provide Importer/Exporter modules for easy DC migration

The Data Centre migration process doesn't include third-party plugins or their data by default, but there are plugin points available for developers to provide their own export/import mechanisms that tie into the migration.

It would be useful to implement these so that customer wanting to take advantage of DC can migrate more easily.
