Don't generate audit logs for frequently-run scripts

SR currently produces audit log entries for each execution of e.g. hooks, which is probably excessive. We should review our built-in scripts and determine which ones actually need to have auditable executions (e.g. Switch User), and disable audit logging for the rest.
