Console and Script Editor left menu items are visible when user lacks script edit permissions

Console and ScriptEditor left hand menu items should be hidden when user does not have Script Edit Permissions.

Currently, when the user clicks on the Console or Script Editor menu item for example, a "Missing tab!" error is displayed. This confuses the user.
