Implement Web Fragments for JSD

As it stands, users are able to use the ScriptRunner Script Fragment "Hide system or plugin UI element" to select and access elements that involve the JSD customer portal, however they are often met with issues as this functionality has not thus far been supported by SR releases.

Therefore, I suggest a new feature of sorts that would rid the "Hide system or plugin UI element" script fragment of issues when interacting with the JSD customer portal.

An example fragment that doesn't work as expected is

• com.atlassian.servicedesk:cr-subscribe-notification
• com.atlassian.servicedesk:cr-unsubscribe-notification

Regardless of whether your condition returns true or false, the element will be hidden.
