Rich text fields bypass read-only setting when changing edit modes/settings

If a field with visual/text edit modes (description, environment, comment, etc.) is set to be read-only with a behaviour (the toggle button), the read-only setting can be bypassed if the user changes edit settings (bold, italic, switch back and forth between visual and text, adding a code block, etc.)
