"Send Custom Email" Canned script getWorkflowButtons.call method fails to get workflow buttons if defined at the Create transtion stage

If a user creates a Post function and uses the canned script "Send a custom Email"

When they use the example method

${getWorkflowButtons.call()}

It is unable to create the workflow buttons html if the user puts the script as a Post function on the Create transition stage.

The same happens if the user defines a Listener to listen for the "Create Issue" event
