jsd/runvalidator endpoint doesn't convert portal ID to service desk ID

Following the fix to SRJIRA-2931, the jsd/validatorsByPid endpoint now translates the provided portalId from the frontend into a serviceDeskId, to align with the storage keys used in the backend. However, the jsd/runvalidator endpoint also needs to be changed to do the same thing, as at the moment it still runs the wrong behaviours when the portal and service desk IDs don't align.
