mostRecentComment in custom email is empty if there is exactly one comment and it isn't new

'New' here means 'added during the current transition/event'.

If a transition/event occurs on an issue with only one comment, and there are no further 'new' comments, then the custom email post-function/listener will fail to pick that one comment up as the mostRecentComment.
