FireEventWhen sometimes gets wrong changeLog when firing event

FireEventWhen listener loads change groups from DB without specifying sort clause and relies on the default DB order.
In some cases DB returns values in the different order order, which results in email notifications associated with fired event, shows random changes instead of last one.
