Multiple issue picker select two issues on one click

Steps to reproduce:

• Create a Multiple issue picker
• Edit issue
• Select multiple issue picker, note issue that is listed on top. Apply filter to change issue shown on top.
• Click on top option

Outcome:

• Both the option you have selected, and the issue that was shown as position of click before filter added are selected

Expected outcome:

• Only option user has selected should be selected
