Issue picker search does not work when there are more then 10 issues that contain the same word

Since there's a limitation of 10 search results sometimes you cannot narrow the search to that number if you are searching by summary (I have a customer with a 50,000 issues that we search for in the picker and some of them are similar in the summary). When you try to narrow the search by adding the second word in the summary the results actually get bigger since it searches for any of the words.

I would expect the search to first show the items that match the entire search string. Or at least have a way to see additional results. Currently picking some issues is only available by specifying their key.
