Cannot add any "When" behaviour conditions after the first "Except" condition is added

Once you add an “Except” condition, every condition you add after that will be of type “Except” even if you select “When”. So you can’t add “When” conditions if you have added an “Except” one previously.

Workaround

Select "except" then "when", if using a version before the fix version.
