Issue Picker field requires JQL or "No options" is shown

      Description

      Steps to reproduce the problem:

      1. Create a built-in issue picker scripted field and fill in nothing than field name.
      2. Associate to a screen and go to the issue screen and able to see or picks any issues since the JQL field leaves it blank.
      3. Now, go to General Configuration and enable "Disable empty JQL queries" option.
      4. Go back to the issue picker field and you can't pick any issues.

      I guess from here on out we will just make certain that if we create one of these fields that we enter some JQL (a notification on the screen where you set up the issue picker fields would be nice to warn users that if that system option is enabled they will have to enter JQL or the issue picker will not return any issues and be unusable.
