jira agile functions such as previousSprint/nextSprint should fail in a safe way when security is overridden

For example, in the context of a webhook the provided user is null, and security is overridden.

The jira-software API does not readily allow us query it without a user, so for now, these functions will not return any issues when security is overridden and no user is provided.
