Custom Picker - Add an ability to fuzzy match search by field's display value in JQL

Currently, Custom Field pickers can be searched in JQL via their 'internal' value that is stored in the database.

"My Custom Picker" = "ID" 

Similar to the Database Picker, It would be great if users could search for the field against its display value and also be able to use the `~` operator.
