Turning off SR external traffic

*As a *SR user
I want to have the ability to turn off all external traffic
so that I can protect my instance from any possible attacks

Acceptance Criteria

• The "Enable Anonymous Analytics Capture" toggle should now turn off ALL SR external traffic, including comms that come from the In-App Communication
• That toggle title should be changed to: Analytics and Communications (maybe, we need jthompson help)
• That toggle description should be changed to: Iterate the existing text to tell users that this toggle turns off SR comms as well, etc. (jthompson help)
